Organizations Need Strategic Instruments for Development

In his speech delivered at the ceremony he said that the Education Fundamental Transformation Charter considers the human capital as the most important element of development and that any organization requires a strategic instrument for development so that goals, priorities, approaches, and plans can be defined for a specified time frame. He emphasized that working based on a strategic instrument necessitates rationality, needs assessment and arrangements and that planning, activities and decision makings in the ministry of education should be based on programs.
