1st national conference on citizens’ rights held in Tehran

Opening the ceremony entitled the “1st National Conference on Reporting the Progress and Solutions for Removing Obstacles to the Realisation of Charter on Citizens' Rights,” Hassan Rouhani said "today is the anniversary of the Citizens’ Rights Charter after it was released last year," adding that at first his government wanted all the ministers, deputies and other related officials to report their organizations’ performances in terms of respecting citizens’ rights to the people but at the end only some officials were tasked with doing so.

Following President Rouhani, his Special Assistant for Citizenship Rights Shahindokht Molaverdi presented her report on the implementation of the charter and declared that citizens' rights in Iran are facing cultural, managerial, political, economic, legal, and social challenges.

The president asked Molaverdi to establish a special website on which people can submit their viewpoints to the government.

Rouhani also thanked Elham Aminzadeh, his former assistant in citizenship rights for her efforts.

Following Rouhani and Molaverdi, Laya Joneydi, the vice president for Legal Affairs presented a report followed by Rouhani’s comments.

The president said that If citizens’ rights are to be constantly reviewed, the related government bodies and officials must hold regular meetings and present them to the ministries and the president.

Rouhani also thanked Majid Ansari, his former deputy for Legal Affairs for his efforts.

The ceremony continued with the speech of Ali Rabiei, the country’s Minister of Labor, who represented his report on his ministry’s performances in respecting citizens’ rights.

Following minister of labor’s report, Rouhani emphasized the role of his ministry in citizens’ rights.

At the end of the ceremony, Minister of Culture and Islamic Guidance Abbas Salehi Amiri was another speaker who presented a report on the implementing the Citizens’ Rights Charter and preserving citizens’ rights at his ministry.

After Abbas Salehi’s speech, the president thanked Ali Jannati, the former Minister of Culture and stressed the important role of that ministry in preserving citizens’ rights, adding “the ministry of Culture must act in accordance with law and must preserve the rights of journalists, writers, artist, and other involved individuals.”

The ‘Charter on Citizens’ Rights’ was released in a conference in late autumn last year and all the government bodies were obliged to submit a report on their executive, administrative, and educational measures according to the charter before the end of Iranian year 1395 to the President’s Advisor for Citizen’s Rights. This ceremony was held a year after the release of the charter.

TEHRAN, Dec. 19 (MNA) – President Rouhani said on Tuesday that sense of justice and secured citizens' rights were the basis for peace in the society, adding that economic tranquility, interaction in foreign policy, Healthcare Reform Plan, access to cyberspace and citizenship rights had been the core of the activities of the government.

Speaking at the First National Conference on Reporting the Progress and Solutions for Removing Obstacles to the Realisation of Charter on Citizens' Rights on Tuesday, Dr Hassan Rouhani said "we staged revolution for everybody to enjoy their material, spiritual, individual and social rights."

Sense of justice and secured citizens' rights are the basis for peace in the society, said Rouhani, adding "economic tranquility, interaction in foreign policy, Healthcare Reform Plan, access to cyberspace and citizenship rights are the core of the government's activities."

"Unveiling of Charter on Citizens' Rights not to win votes; its full implementation our goal," he said, adding that the Revolution was for people to enjoy their material, spiritual, individual and social rights.

In Constitutional Revolution, people said they did not want to be serfs, we are citizens and we want law, the President added, saying, "the Prophet (PBUH) was the interpreter, preacher and the first person to enforce laws and respect people."

Stating that all organs must publish all their suggestions in their websites before presenting them to the government, Dr Rouhani said, "people's preferences are on the top; if the public believe that the budget of an organ has been more than enough, they are right."

"I order the Minister of Economy and the Treasury to immediately publish the amount of budget they allocate to any organ," continued the President of the Islamic Republic of Iran.

He added, "we have no way other than clarity for rooting out corruption; we must all go inside a glass room so that people can see every measure we take."

70% of the world's services are carried out through the internet and the cyberspace, Rouhani added, saying, "now irrigation is controlled through internet facilities and we cannot go back to 50 years ago".

He also went on to say, "employment and communication technology are the greatest rights of our young people."

The President continued, "Internet and the cyberspace have threats as well, but we must teach the society how to deal with them instead of closing it down."

"We need a secure communication atmosphere for people, not a suppressive one in which people's rights are violated," continued Rouhani, saying that phone tapping has limited legal framework and beyond that is against the law.

I call on people and the young ones not to forget year 1397 budget; throw spotlight on all its parts, he said, adding, "if we stand together, we will be able to solve all issues."

Dr Rouhani also went on to say, "Americans attempted to violate the Joint Comprehensive Plan of Action (JCPOA) several times but they were not successful."

If anybody is against the JCPOA, they must not have faith in Trump, he continued, saying, "Healthcare Reform Plan will continue to be here as an important citizenship right."

Saying that interaction with the world will be maintained, he added, "the Minister of Information and Communications Technology won't put his hand on censorship button".

Dr. Hassan Rouhani also said: "the employment rate for women had always been negative but 67 per cent of last year's employment rate was for women".

"I have told the ministers to employ at least two young people and a woman as their deputies and advisors," he reiterated.

"The price of petrol and diesel will not surpass the half of global price, although the law has allowed us to rise it to global price," the President added, saying that fuel prices will not rise, except for development of employment.
