To achieve that goal, two batches of new free schools will be unveiled every year up to 2020.
Free schools are brand new schools set up by parents, teachers, charities, academy sponsors and existing schools in response to demand from the local community. They have the same status as academies.
Education Secretary Nicky Morgan has also called on more groups to step forward, invest in the next generation. She vowed to streamlining the process for existing high performing schools and encouraging social forces to enter the program.
