Competent Teachers, a Precondition for Educational Reform

He stressed that educational reform is a time-consuming process and mentioned his policies as organizing and improving the status of human resources, promotion of partnership in education, decentralization, and promotion of management of schools. He also referred to the memoranda of understanding signed and exchanged between the ministry of education and other departments and organizations.

In another part of his speech he pointed to some budgetary difficulties and added that benefactors have undertaken to pay a financial support of 8,500 billion Rials for standardization of schools whereas the share of the government in this regard is only 3,000 billion Rials.
