He noted that the charter has to be operational during the 6th and 7th developmental programs (respectively from 2016 to 2020 and from 2020 to 2024). 'It is clear to us that without an exact and transparent programming and without participation of organs such as seminary, we cannot achieve the goals of the charter', he added.
He further added, 'our education used to be based on western philosophy, however the Islamic philosophy of education has been seriously considered in the charter'.
