Execution of “Reform Document” is possible by training competent students

According to the Public Relations of Ministry of Education, Fakhreddin Danesh Ashtiani said in the joint convention of members of High Council of General Managers and Deputies of Educational Offices of Provinces: To execute contents of “Reform Document”, training competent students must be objective not just teaching. That is what all educational systems around the world do and output of such systems are people enjoying capabilities for a safe and healthy life. Training these persons is considered added value for educational system.

We should concentrate on the process that goes on in class rooms. If we change this process, then we can claim that the “Reform Document” is executed, added he.

He mentioned that elementary education plays a key role in realizing contents of “Reform Document” and continued: If teachers realize that the objective of teaching is pedagogy then we can say that the “Reform Document” is executed. He then referred to his recent visit of North Khoarasan Province and said: I came across a school which had succeeded to fully execute “Reform Document” with the least facilities and this can be a very good model for other schools to do the same with their available facilities.

Taking advantage of available capacities is one the qualities of a capable school principle and they should consult teachers, students and parents, for executing “Reform Document” is a teamwork and requires involvement of all beneficiaries. In the meantime, principle should work above and beyond this and interact with local organizations and authorities and benefit from their assistance in school affairs. If you recruit principles with outmost precision, then we can be assured that everything will go according to the “Reform Document” (this, he said to General Managers of the provinces).

According to the 6th development plan, technical education is one of the items which should be pursued more closely. He referred to the Leader’s words in this respect and added: Occupation is possible through learning skills and students are learning technical skills along with general skills and knowledge in technical education.

General Managers should make sure that these technical subjects be selected in accordance with local needs, so students would face no difficulty in being employed. Principles of technical schools must have a constant and close contact to local industries to be able to provide the labor they require, member of the “cabinet of hope and planning” insisted.

Discussing authority transfer, Dr. Ashtiani says: Budget limit is set by the ministry, but managing resources and changing structure is up to provinces. Changes in classes statistics or educational structures should not increase expenses.

Indicating president’s instruction for using young directors, Minister of Education recommended that General Managers use these young people in their provinces as well. He also said that it is necessary to use women’s opinions in making better decisions.

Referring to “Mehr Project” in recent years, he said: I believe it is not necessary and provinces’ General Managers should ask schools’ staff to prepare school for signing up students in new year and their headquarters can do it the best way.

Ministry only makes policies and it is up to General Managers to do all the planning benefiting councils, added he.

Any activity must be proportionate to the relative budget allocated to it otherwise the payments would be delayed and back pays cause dissatisfaction.

According to the promise I made, I followed the case of “Farhangian Savings Institute” and some of uts staff were replaced by true experts. It is also necessary to change order of its Board of Trustees; Minister’s authority should be reduced, Minister of Economy or his representative and Head of Budget and Planning Organization or his representative should also be members of this board and of course these amendments require government’s approval. We are pursuing the case of “Bank Sarmayeh” too and so is the Judiciary.

We can take advantage of the potentials of “Kanoon Parvaresh Fekri” for execution of “Reform Document” in elementary schools, because this center enjoys professional resources who are a great assistance to students in different fields.

General Managers should try to explain “Reform Document” for community on any opportunity they get, insisted Dr. Ashtiani.

At the end the session, Abbasali Bagheri, General Manager of Tehran province Education was elected as representative of General Managers in “Education High Council”.
