Speaking in the meeting of primary assistants of district education departments of Tehran, Dimehvar said that Education Fundamental Transformation Charter is the basis of all measures in the educational system.
He pointed to the necessity for achieving educational fairness and declared, 'educational fairness finds meaning in two fields of access to education and educational quality'. He further urged that the first step towards educational fairness is to extend pre-primary education.
He also stressed the importance of participation of families and roles of members of society in achieving the goals of the charter and added that no single department can fulfill the goals and ideals of the charter.
