Member of " Hope and Planning" cabinet explained that making policies is a staff duty and added: the first step for realization of "School Centering" is to pass some of staff authority to the provinces and submitting these authorities to districts and schools, in turn.
Danesh Ashtiani stated: Headmasters should be schools educational leaders and as long as they are engaged in responding circulars like office clerks, teaching and learning will be a slow process.
The most important part of education is happening in schools and headmaster has a crucial role in this and so, we must have plans to increase headmasters knowledge and motivation.
Danesh Ashtiani pointed out the important role of media in changing students and parents views of educational programs especially " School-Centering" and added: when teachers, students and parents are fond of schools, then it brings an independent identity and makes learning process faster.
Minister of Education referred to limits of human resources in educational system and said: I believe that everything related to this subject such as recruitment, during service trainings and so on, should be done based on a proper foundation in "Teachers Organization" and all teachers formations could be useful in this respect.
