Leader’s statement about “2030 document” is conclusive

According to the Public Relations of the Ministry of Education, relaying government’s spokesman, unfortunately some political wings and groups took advantage of Leader’s speech and misuse it as leverage to apply pressure on government at the critical time of approaching election, especially among religious groups of people. They rumored acceptance of “homosexuality” in schools and universities or vastly spreading rumor of distribution of a book about “sexual instructions” in Tehran 30th Book Fair, which all are straight out lies, just to discredit “administration of hope and plan”.

There is no obligation whatsoever for any country to SIGN “2030 Educational Frame Document”, for basically, there is no UNESCO document, requiring signature of members, except “agreements” which must be approved by the countries’ parliaments. “2030 Document” is not one of those agreements and thus it is not signed by any country. It can be regarded more like a recommendation for an educational frame and each country may adopt it according to its own structure.

Because of above said facts, secretariat of the government’s spokesman council found it mandatory to present an explanation about this document and enlighten public especially noble scholars and clergymen:

  1. One of priorities of 11th government has been using diplomacy for active presence in the scene of international development. This gives us opportunity to discuss, interact and influence global politics and in return benefit from successful experiences and existing potentials for introducing cultural qualities of Islamic Republic. Government’s intention is to maintain lead and avoiding any negative image in international scenes, in the objectives we are supposed to pursue according to the high level documents. Some of the negative evaluations of country’s current situation are because of ignoring potentials in international cooperation on following common objectives and we truly believe that by preserving our independence and cultural characteristics we can provide a positive and successful image of Islamic Republic to the world and oppose Iran-phobia and Islam-phobia.                         

 

  1. “2030 Educational Frame” is in the same direction of “Education for All” which goes back to 1990. “Education for All” has been executed from 2000 to 2015 in Islamic Republic. On May 2015 “2030 Educational Frame” was presented in “World Education Convention” at Incheon- S. Korea. Dr Fani, then the Minister of Education, headed a delegation consisting of representatives of “Research and Education Committee of the Parliament” and “State Department”. Iranian delegation announces its “official restraint” from this document, considering that Iran has already presented a written memo containing Iran’s considerations to Malaysian delegation as Asia and Oceania representative, insisting that Iran will not declare “restraint” only if all its expectations are met.

 

Following Incheon convention, “2030 Educational Frame” was approved in “World High Level Educational Authorities” convention (13 -15 Aban 1394). No member of UNESCO opposes this document but Minister of Education of Iran insists on Iran’s expectations and once again announces Iran’s “Official Restraint” and demands that this restraint to be officially recorded in convention’s documents. Later on our delegation in UNESCO, officially delivers a note to UNESCO’s secretariat and convention’s secretariat, as well.

The note reads:

“Islamic Republic of Iran is not committed to any part of “2030 Educational Frame” which might be in any way in contradiction with national laws and priorities, religious beliefs and cultural values of Iranian society”.
