The Need to Overall Reform in Education

Hojjatoleslam Dr Mohammadian in an interview with Tasnim News about the status of education among other organizations and social institutions said, "education is the most important cultural and intellectual organization and the governments' sovereign duty. Even, to provide security and public health, governments need education. Education expenditure should not be considered as waste of resources but a strategic investment that returns added value. Unfortunately this is not a widespread belief among policy makers, planners and authorities. In this respect, we hear slogans but see inadequate practical measures."

He also said, "education cannot get rid of traditional or reactionary methods unless there is a reform in attitudes and procedures of experts and executives. Therefore we need both management reform and reform management." He added, "reform requires capable reformist planner manpower in addition to a plan for reform. So we need to educate capable visionary learned manpower besides training current human resources to manage reform. Therefore, it is necessary for us to develop a comprehensive system of recruiting, keeping and assessing office and teaching staff. Reform involves replacing incapable, discouraged and incompetent staff with capable, highly motivated, competent ones and this is a priority for us."

Answering the question about supervision on performance of education he added, "at present, our evaluation system concentrates on assessing students' knowledge and performance and does not pay enough attention on other factors such as learning environment, textbooks, teachers' performance, etc. However, we must make appropriate indices to evaluate all factors influencing learning process. The evaluation, on the other hand, should be carried out by a superior body such as the National Assessment Center affiliated with the Supreme Council of Cultural Revolution."
