According to the Center for Information and Public Relations of the Ministry of Education, Gholamreza Karimi, head of the Center for International Affairs and Schools Abroad, stated: "The turning point for activities on studying of foreign nationals in the country is the decree of the Supreme Leader on their enrollment,  after in which the volume of activity of the Ministry of Education has become widespread.”

He said: "Our prediction is that 10-15 per cent per annum is added to the number of registered students, which causes some of the challenges that are mostly educational and cultural; and which we have planned to resolve the the issues and problems that we are facing somehow. In fact the efforts of our country over the last forty years  over the large number of foreign nationals are being overlooked with the slightest problem.”

He also said that according to statistics, only 21 percent of foreign students studying in the world are at high school, which is 29 percent in Iran.

Referring to the costs of educating foreign students, he added that we spend more than 1,000 billion tomans, where the international donations and contributions are 2 to 2.5 percent; so we are expecting the international communities to add to their support in this area . "
