According to the Public Relations and International Affairs Office of the Educational Research and Planning Organization, the text of the memorandum by Ali Latifi, Head of the Educational Research and Planning Organization of the Ministry of Education, in the Jam-e Jam newspaper is as follows:

With the start of each academic year, new doors to the future open; a future that rests not only on the shoulders of books and classrooms but also on the shoulders of teachers, administrators, and students. Education, as the beating heart of society, this year takes a fresh step with unwavering determination to pursue fundamental transformation, aiming to elevate the school to its deserved status: a vibrant hub for learning, development, and creativity.

Pilot Implementation of the Curriculum Transformation Scheme

In line with this transformation, starting early October 2025, eight schools across four districts of Tehran and Rey and Ghods cities will host the pilot implementation of a new package. This marks the Ministry of Education's first step in changing the curriculum at the school level. In this program, alongside the implementation of new education and learning packages for the first grade of elementary school, a "School Curriculum Operational Guide" is also provided to the school to ensure integrated management of all its activities. The three main pillars of this scheme include the School Curriculum Operational Guide, education and learning packages, and scientific support services along with program implementation monitoring.

Launch of the "Exciting Classroom" Package

Another step has been taken in the domain of teacher empowerment. The "Exciting Classroom" project, designed with the production of over 2,400 minutes of multimedia educational content for teachers, was unveiled in the presence of the President. This package, aimed at enhancing the quality of education, covers three main axes: "Positive Learning Environment," "Successful Teaching Methods," and "Application of Technology in Education." Among its innovations are educational narrative research featuring selected teachers, demonstration of real classroom settings, use of documentary films and infographics, and utilization of VR360 technology.

Newly Authored Textbooks; A Fresh Step in Learning

Another area to be reviewed is the newly authored textbooks, representing a fresh step in learning. Several titles of these newly authored textbooks have reached the implementation stage in the new academic year: the "Work and Technology" textbook for the sixth grade of elementary school, after two years of pilot implementation, will be implemented nationwide. The book "From Me to God" for grades seven to nine will be taught experimentally alongside the "Heavenly Messages" textbook. Furthermore, the Cursive Writing textbook for the fourth grade of elementary school, after its trial period, will be implemented nationwide starting this year. The pilot implementation of Cursive Writing textbooks for the fifth and sixth grades will also continue.

Revision of Technical and Vocational Books

In the domain of technical and vocational education, based on labor market developments and modern educational needs, the curricula of 30 fields have been evaluated and revised. Additionally, 30 volumes of curriculum guides have been reviewed, and 18 volumes of newly authored textbooks along with approximately 35 volumes of revised textbooks are ready for publication in technical schools.

Final Remarks

This year's developments in the areas of curricula, educational packages, newly authored textbooks, and revisions in technical and vocational branches are a clear sign of the determination of the Educational Research and Planning Organization to create a brighter tomorrow. This path, despite all its difficulties, will be smoothed through reliance on God's grace, drawing upon the capabilities of teachers, and the cooperation of families. I hope the upcoming academic year becomes a new chapter of growth and development; a chapter in which the school becomes not only a place of education and learning but also a home of hope, creativity, and flourishing for Iran's future generation.
